Car tax changes would see a new Clean Air Zone installed in parts of the city to encourage the use of cleaner vehicles. The plans could be approved at a meeting of Bradford Council’s Executive on March 2 before introducing the scheme from January 2022.
The report has recommended the Executive approves the implementation when it formally meets next week.
The new zone will include the city’s outer ring road and extend into much of the city centre.
Non-compliant petrol and diesel vans will be charged £9 per day to use the roads with prices rising for other vehicles.
Non-compliant taxis will face a £12.50 daily fee with non-compliant buses, lorries and coaches set for a £50 charge.
owever, the council has confirmed there will not be any charges set for private vehicles.
Councillor Sarah Ferriby, Portfolio holder for Healthy People and Healthy Places said there was a need to “address poor air quality”.
She added the new Clean Air Fund would help the city with grants offered to local businesses.
She said: “The government clearly recognises the urgent need to address poor air quality and improve health in parts of the city.
“The Clean Air Fund award is one of the highest announced so far, enabling the council to offer attractive grants to local businesses, and to develop a low emission economy in the city.”
The Council has confirmed around £31million of Government funding will be available to support businesses that have been affected by the new zone.
More than £10million has been set aside to support the taxi trade around the city.
This will include grants to pay for upgrades to taxis which will make them clean enough to be exempt from the charge.
The Government has also warned £3.96million to upgrade 217 buses to Clean Air Zone standards.
An earlier consultation had found there was broad support for the scheme among Bradford residents.
Two-thirds of respondents agreed improving air quality should be a priority for the council with the scheme backed by 66 percent.
Some of the respondents did raise concerns about the possibility of traffic diversions as people desperately avoided the zone.
The new scheme will join major cities like Manchester and Bristol in introducing a new Clean Air Zone in the north.
Birmingham and Bath will become the first two areas to introduce an emissions based scheme outside of London this year.
The capital’s Ultra Low Emissions Zone (ULEZ) will also be extended to include many outer London boroughs from October.
The charge will extend to the North and South Circular which will see thousands more residents hit with fees.
