A decision by the Council of State rejecting a complaint by one of two consortiums that bid for the second phase of the Faliro Bay revamp paves the way for one of the Greek capital’s most ambitious reconstruction projects to get back underway.
The court ruled against Aktor-Tomi, which argued that the August 2025 tender for the €320 million revamp was too detailed and demanding in its specifications for what effectively involves creating a park. The consortium had also implied that the Attica Regional Authority drafted the terms of the project in such a way as to favor the opposing bidder.
Judges at the country’s highest administrative court countered that the project is a large-scale integrated urban and landscape redevelopment spanning 60 hectares and involving the planting of thousands of perennial trees, which requires high levels of organizational capacity, experience and technical expertise.
